At its first meeting last year, on the Island of Santorini in Greece, the INCD established that there is global concern about the homogenizing effects of globalization, particularly about trade agreements and international financial institutions which forbid certain domestic support measures for culture. This second conference will focus on a proposed solution, the creation of an international instrument which would remove culture from the usual trade disciplines. The instrument would create specific rules to promote cultural exchange rather than homogenization. We will look at the content and context of such an instrument, and compare notes with other civil society movements which have successfully crafted international treaties. As a global network of non-governmental cultural organizations actively concerned with these issues, we will elaborate strategies to promote the instrument and to prevent governments from making new trade commitments in the cultural area. Our conference will bring recommendations to the Ministers of Culture meeting in the International Network for Cultural Policy on September 24 and 25.
